Requesting Records in Person or by Mail

Most incident reports are available for free through the online public records portal. For records not available online, call the Records Bureau or visit in person during business hours. The CORI System and What It Covers

CORI stands for Criminal Offender Record Information. It is defined under MGL c. 6 § 167. CORI includes records of arraignments, criminal charges, verdicts, and sentences from Massachusetts courts. Any Worcester case that reached arraignment will appear in a CORI report unless it has been sealed or expunged.

The CORI system does not include every type of criminal record. Sealed records do not appear. Juvenile records are generally excluded unless the person was tried as an adult. Some older misdemeanor convictions may be hidden after a waiting period passes without any new charges. What shows up depends on the offense type, the outcome, and how much time has gone by.

Sealing and Expungement for Worcester Records

Massachusetts law gives people with criminal records in Worcester two main ways to limit what shows up in background checks. These are sealing and expungement. They work differently and apply to different situations.

Sealing a record hides it from most public and standard CORI checks. Under MGL c. 276 § 100A, you can petition to seal a misdemeanor after three years or a felony after seven years, counting from the end of your case. Some offenses cannot be sealed regardless of how much time has passed. A sealed record is still visible to courts and law enforcement. It just won't show up when a typical CORI is run.

Expungement destroys the record entirely. Under MGL c. 276 §§ 100E-100U, this is available when charges were dismissed, resulted in a not guilty finding, or in certain youthful offender situations. If an offense was later decriminalized, expungement may also be an option. Once expunged, a record does not appear anywhere on a standard check.
